This had previously been a set of lavatories for employees of the Electricity Accounts Authority, and was furnished with three plug-less sinks and four cubicles containing squat-type bowls made of chipped porcelain. Because the city’s water supply had broken down during the conflict, alternative arrangements were necessary. Some unpainted copper tubing disappeared into the roof above each cubicle while, at head height, the lower end of each tube was furnished with a red plastic shower head bound on with wire.

It had become the civilian arm of the Coalition, alongside a military force to which 33 countries contributed a total of some 170,000 troops, of whom the vast majority, about 136,000, were American. Although no end-date was specified when the CPA started, it was expected to remain in being for at least two years, until the end of 2005. Unlike ORHA, the CPA was not under military command. Its boss, now with the official title of Administrator, was answerable to the US President but reported to Donald Rumsfeld, the Secretary of Defense, not the Secretary of State, Colin Powell, who usually led on matters of foreign policy or development assistance.

I was a bit concerned in case something had happened to my greeters, but I was glad that I had not commented on their delay. When I reached Basra I was to realise how much they must have relished having a good night’s sleep in a comfortable Kuwaiti hotel themselves: sleep did not come easy in the CPA base. As I left the airport, a bottle of blackcurrant squash, which Annie had put in my luggage no doubt to keep scurvy at bay, was examined carefully in case it should contain alcohol. This was clearly a stricter place than Pakistan.
