The Government and the Labour Ministry tried to interfere in the life of the trade unions, taking sides in some internal disputes, and followed an explicit policy of dividing the Peronist leadership. An example of this was the admittance of Isabel Peron into the country with the expectation that she would divide and hamper the political efforts of the labour leadership. The occasion was the election in the province of Mendoza in 1964 in which two Peronist candidates were running. One was supported by Peron and with the help of Isabel's presence he got twothirds of the Peronist vote, while the other, who also invoked his support but only had trade-union backing, got the balance.
DOWNFALL, REDRESS AND PERSECUTION If the years of Peronist dominance were a traumatic experience for many important groups, Peron's downfall in 1955, 'the many casualties caused by the bombing' (The Times, 17 June 1955) by the rebel forces - many at least by previous standards - and the immediate repression that followed left an equally strong and bitter impression on the Peronist following, intensifying feelings already high. A thorough purge of everyone tainted with any kind of association with the previous regime was made in the armed forces, the Government and the universities.
During Frondizi's period there was a recognition of the role of the trade unions - the CGT being 'normalised' in 1961 -and a certain legitimation of the Peronist movement as a de facto power, although it always remained on the fringe. In 1961, the Government tried its hand in several provincial byelections. It no longer had the support of Peron and was now opposed by the bulk of the labour leadership. However, it fared surprisingly well in these by-elections, held, it is true, in areas where there was a small degree of industrialisation and a small work-force.
